**** RITU BAHRI , J. (Oral) Petitioner is seeking quashing of enquiry report dated 12.02.2006 (P1), orders dated 16.03.2006 (P-2), 23.08.2006 (P-3) and 14.05.2007 (P-4) on the ground that the same were passed in violation of Punjab Police Rules, 1934. Learned counsel submits that on the same charges and allegations Constable Ashok Kumar who was awarded punishment of stoppage of four annual increments, was reduced to stoppage of one increment with temporary effect.

However, the petitioner who is Head Constable cannot claim parity with Constable Ashok Kumar.

Learned counsel for the petitioner submits that the mercy appeal filed by the petitioner be decided expeditiously. The petition is disposed of with a direction to respondent No. 1 to decide the mercy appeal dated 19.05.2007 (P-5) filed by the petitioner, in accordance with law, expeditiously, if not already decided .
