The prayer is for issuance of mandamus directing the respondents to include the name of the petitioner in the seniority list in the cadre of Junior Engineer (Civil) issued on 9.9.2009 and thereafter, consider him for promotion to the post of Sub Divisional Engineer from the date it was due.
