Mr. Ashish Aggarwal, Senior Advocate assisted by Mr. Vivek Sharma, learned counsel appearing for the petitioner submitted that the impugned order is bereft of reasoning and is against proceedings dated 21.08.2019 whereby respondent No.6 had invoked jurisdiction of Haryana Vidhan Sabha Secretariat, which is totally uncalled for and without jurisdiction. The impugned order has been passed on 26.08.2019. Mr. Tribhuvan Dahiya, learned counsel appearing for respondents No.1 and 2 requested this Court to take up the matter in post lunch session.

After lunch, Mr. Tribhuvan Dahiya submits that he has instructions to make submission that impugned order dated 26.08.2019 PANKAJ KUMAR 2019.09.11 12:18 I attest to the accuracy and integrity of this document

CWP No.23673 of 2019 (O&M) -2- (Annexure P-12) shall be withdrawn and pass a fresh order. Mr. Aggarwal submits that petitioner may be given opportunity of hearing to put forward his case including reply to the University. I am of the view that it would be in the fitness of things and would meet the ends of justice, if petitioner is afforded opportunity of hearing.

In view of statement of Mr. Dahiya, the writ petition stands disposed of. Respondents shall pass a fresh speaking order after affording an opportunity of hearing to the petitioner to put forward his case along with relevant material.
