Vide order dated 21.11.2022 passed by a Coordinate Bench of this Court, time was granted to file the reply subject to costs of Rs.10,000/- to be deposited by the respondents. Written statement dated 20.01.2023 of Amrita Singh, Special Secretary, Government of Haryana, has been filed on behalf of the respondents.
