Without going into the merits and demerits of the matter, I direct the 2nd respondent to consider the representation dated 22.08.2016 (Annexure P-9), if received and pass a speaking order thereon within a period of two months from the date of receipt of certified copy of this order. In case the representation is not given to respondent No.2, the petitioner is at liberty to give a fresh representation on which the 2nd respondent shall take appropriate action as directed above.
