JUSTICE AMIT RAWAL -.- AMIT RAWAL J.(ORAL) The petitioner challenges the impugned order dated 16.03.2017 (Annexure P-11) passed by the Financial Commissioner on the premise that the appeal before the Commissioner was not maintainable. With regard to the consent of the counsel, the same cannot be said to be wrong but the fact remains that the petitioner had also challenged the sanad takseem as during the interregnum of the pendency of the appeal/revision petition, sanad takseem came to be filed which is only challengeable before the Financial Commissioner under Section 16(1) of the Punjab Land Revenue Act. He has also drawn attention of the Court to the interim order dated 21.07.2016 (Annexure P-10) passed by the Financial Commissioner, which has been vacated later vide aforementioned order (Annexure P-11).

Since the ROR is still pending, I deem it appropriate to issue direction to the Financial Commissioner to decide the ROR bearing No.243/2015-2016 as expeditiously as possible and preferably within a period of two months from the date of receipt of certified copy of this order. The interim order dated 21.07.2016 shall remain in force till then.

CWP No.6926 of 2017 -2respondents is pending and he undertakes to take effective steps by taking dasti summons for effecting service upon unserved respondents. I have issued the direction without issuing notice to the respondents as it will defray the cost of litigation, much less, save the time. With the above observations, the writ petition stands disposed of.
