Prayer in this writ petition filed by the petitioner under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of mandamus, directing the respondents to release the retiral benefits of the petitioner and also to release the increments which were stopped without cumulative effect as mentioned in Annexure P-1 (order passed by respondent No.2 dated 11.10.2018) along with interest as well as the arrears along with interest @ 12% per annum from the date it became due till actual payment. Further a writ of certiorari has been sought for quashing the order dated 11.10.2018 (Annexure P-1) passed by respondent No.2.

Mr. Rajesh Sehgal, Addl. A.G., Punjab, accepts notice on behalf of respondents No.1 to 4 and has no objection to the innocuous prayer made by learned counsel for the petitioner. 5.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.2 to decide representation (Annexure P-3), submitted by the petitioner expeditiously, by passing a speaking order, preferably within a period of 03 months from the date of receipt of certified copy of this order.
