The petitioners are pursuing B.A.LL.B course from UILS, Panjab University, Chandigarh and O.P.Jindal Global University, Sonepat, respectively and are in final semester. Their final examination is likely to be held in May 2017 followed by declaration of result in June 2017. [2] The petitioners are aspirants for selection to Haryana Civil Service (Judicial Branch) for which the posts have been advertised on 20.03.2017 (Annexure P-1). The advertisement prescribes the cut-off date as 24.04.2017 on which "the candidates should hold the degree of Bachelor of Law". The petitioners assert that posts meant for recruitment to All India Services as well as various State Public Service Commissions for recruitment to different services including Judicial do permit the candidates who are in final year of the requisite eligibility course to apply and compete Meenu 2017.04.07 10:45 I attest to the accuracy and authenticity of this document chandigarh in the preliminary examination subject to the rider that such candidates are
CWP-7125-2017 -2required to possess the requisite qualification at the time of appearing in the main examination. The petitioners, thus, submit that had there been such a liberty to the students of final year in law, they would have also applied for the subject posts.
[3] Having heard learned counsel for the petitioners and after going through the different advertisements relied upon by him, it appears to us that fixation of cut-off date is a matter of Policy and its re-modulation can be done only by the Policy makers. This Court will be reluctant to interfere with the prescription of cut-off date in exercise of its writ jurisdiction. [4] The writ petition is, thus, disposed of with a direction to the Registrar Recruitment of this Court to treat the instant writ petition as a representation on behalf of the petitioners and put up the same for consideration of the Recruitment Committee consisting of Hon'ble three Judges of this Court. We are informed that such a representation made by the petitioners is already under consideration.
