1. The petitioner has challenged the seniority list published by the respondents whereby the petitioner has been shown at No.670 in the seniority list showing his appointment on regular basis from 01.04.2011.

2. Learned counsel for the petitioner submits that the petitioner was appointed on 25.08.2007, and the other persons who were appointed later, have been shown senior to the petitioner.

3. This Court finds that the petitioner has not placed on record his appointment order. However, it is admitted position that the petitioner MOHIT GOYAL 2023.11.07 18:13 I attest to the accuracy and integrity of this document

CWP-20199-2023 (O&M) 2023:PHHC:142077 was initially appointed on contract basis and was later regularized on 01.04.2011 as an Electronics person. The private respondents have also been appointed on contract basis who appear to have been placed above him in the list of regularization.

4. Seniority is to be drawn on the basis of merit of selection. Form the list of persons regularized, if the respondents have been regularized and placed higher and above the petitioner in the list, they would be treated higher to him in the seniority. The procedure followed is identical for all. The claim of the petitioner that the appointment should be based on the date of their initial appointment on contract basis is thus not made out. Claim of higher seniority is wholly misconceived.

5. Writ Petition stands dismissed.
