(ORAL) Learned counsel for petitioners submitted that question with regard to 3% reservation for physically handicapped persons has already been decided by Hon'ble Supreme Court in Union of India and another vs. National Federation of the Blind and others 2013 (9) SCR 1023. Petitioners have been making number of representations for giving reservation but respondents have not adhered to same, though inadvertently copies of representations are not attached with writ petition. At this stage, counsel for petitioners seeks indulgence of this Court for issuance of direction to respondents to treat the writ petition as representation on behalf of petitioners and decide the same within a stipulated period after affording opportunity of hearing to them.

Without going into the merits and demerits of the claim of the petitioners, I deem it appropriate to direct 2nd respondent-Principal Secretary to Govt. of Haryana, Technical Education Department, Haryana to treat the writ petition as representation and decide the same within a period of two months from the date of receipt of certified copy of this order after affording opportunity of personal hearing to petitioners and shall pass a speaking order thereon, failing which respondent No.2 shall be liable to pay costs of PANKAJ KUMAR 2019.09.

CWP No.25465 of 2019 (O&M) -2- `25,000/- to the petitioner. This condition of imposing costs is only to prevent petitioner running from pillar to post and avail remedy of contempt in case of non-compliance of directions issued by this Court. The writ petition stands disposed of with the above direction.
