CORAM:HON'BLE MR. JUSTICE AMIT RAWAL -.- AMIT RAWAL J.(ORAL) Learned counsel for the petitioner submits that with regard to the proceedings initiated for recovery of penalty of `2,13,540/- as arrears of land revenue, the petitioner has submitted a representation dated 29.03.2017 (Annexure P-8).

I deem it appropriate to dispose of the writ petition with liberty to take all the pleas with regard to entitlement of claim, much less, the jurisdiction as according to Mr. Khatri, at the best, the respondents could have claimed the penalty in the claim preferred before the Arbitrator, in essence, it has become time barred. Let all these points be considered in accordance with law before passing any order in proceedings initiated in pursuance of the order Annexure P-9.
