Prayer in this writ petition filed by the petitioner under Article 226 of the Constitution of India, is for issuance of a writ in the nature of certiorari, for quashing the letter dated 02.11.2023 (Annexure P-6) issued by the Executive Director of respondent No.1 and for quashing the letter dated 15.05.2024 (Annexure P-10) issued by respondent No.1. Further a writ of mandamus has been sought for directing the respondents to pay the enhanced/balance amount of gratuity and leave encashment as a consequence of revision of pay scale w.e.f. 01.01.2016 along with interest at exemplary rates. 2.

Learned counsel for the petitioner, at the very outset, confines his prayer for deciding representation dated 24.07.2024 (Annexure P-11). Mr. Rajesh Sehgal, Addl. A.G., Punjab, accepts notice on behalf of respondent No.3 and has no objection to the innocuous prayer made by learned counsel for the petitioner.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.2 to decide representation dated 24.07.2024 (Annexure P-11), submitted by the petitioner expeditiously, by passing a speaking order, preferably within a period of 03 months from the date of receipt of certified copy of this order.

Liberty is granted to supplement the representation dated 24.07.2024 (Annexure P-11), if so required.
