The petitioner is accused in the complaint under Section 138 of the Negotiable Instruments Act, 1881. He was declared proclaimed offender on 01.07.2019 which also resulted in registration of FIR No.987 dated 09.08.2019 under Section 174-A IPC at P.S City Jagadhri, District Yamuna Nagar.

It has been asserted that in the criminal complaint under Section 138 of the Negotiable Instruments Act, the petitioner has surrendered and admitted to bail. Through the present petition, the petitioner prays for grant of pre-arrest bail in the aforesaid FIR. Keeping in view the aforesaid facts, the present petition is allowed. The petitioner is directed to join the investigation. For that purpose, he shall appear before the Investigating Officer on 19.11.2019 at 10.00 a.m. At the time of joining the investigation, arrest of the petitioner shall remain stayed and the Investigating Officer shall release him on interim bail subject to his furnishing personal bonds and surety to the satisfaction of Arresting/Investigating Officer.
