(Oral) Petitioner seeks a writ in the nature of mandamus to direct the respondents to regularize the services of the petitioner who claims that he is working on part-time basis for the last 40 years with the department. Reply has been filed on behalf of the State. Para 5 thereof reads as under:- "5. That even otherwise the regularization of Part time Services is done as per seniority of the part time workers maintained by Distt. Education Officer. The seniority number of present petitioner is 116. The services of part time workers related to Distt. Mansa have been regularized up to seniority number 58. Hence the petitioner is not entitled to be regularized as per his seniority maintained by Distt. Education Officer (SE) Mansa. Hence the present petition is liable to be dismissed."
