**** JAISHREE THAKUR, J. (ORAL) The petitioner herein who was appointed as Lecturer in Physics submitted a representation to the department for being given benefit of appointment made under the Freedom Fighter quota in an advertisement that was issued in the year 1992. The representation was dismissed by the Director, Education Department (SE), Punjab on 19.07.2016 primarily on the ground of delay and laches. Thereafter, the petitioner filed an appeal against the said order contending that there was no delay on his part and despite several recommendations having been made by the department for considering his claim, his representation has been rejected summarily. At the present moment, learned counsel appearing on behalf of the petitioner limits his prayer to an early consideration and decision of the appeal that has been filed.
