Present petition under Section 438 Cr.P.C. for seeking pre-arrest bail to the petitioner, namely Dhiraj Jawa alias Dhiraj Kumar in criminal complaint i.e. N.Act/719 dated 02.05.2017 under Section 138 of the Negotiable Instruments Act, 1881 (hereinafter referred to as "the Act") titled as "Satish Kumar v. Dhiraj Kumar (Annexure P1). Learned counsel for the petitioner contended that petitioner has been arrayed as accused in case under Section 138 of the Act, wherein he was, subsequently, declared as proclaimed person vide order dated 13.08.2019 (Annexure P3), passed by the learned Judicial Magistrate Ist Class, Hisar. Learned counsel further contended that petitioner was never served with any notice in this case.
