The financial bids were opened on 05.01.2018. The petitioner has, inter-alia, annexed charts as Annexures P-3 and P-4 to indicate the working of the formula stipulated in the Notice Inviting Tender. Especially, in such cases, the petitioner ought in the first instance to make a representation to the official respondent No. 1 for it involves detailed calculations which ought to be carried out by the official respondent No. 1 who has invited the tenders. The petition is, therefore, disposed of by directing the petitioner to make a representation to the official respondent No. 1 regarding his grievances. If the petitioner makes the representation by 22.01.2018, the official respondent No. 1 is requested to deal with the same within one week of the receipt thereof or before awarding the work to any other party, whichever is later.
