(ORAL) Learned counsel for the petitioner submits that petitioner will be satisfied if a direction is issued to the 3rd respondent-Vice Chancellor, Haryana Vishwakarma Skill University, Dudhola, District Palwal (Haryana) to consider the representations dated 20.07.2019 (Annexure P-8) and 23.08.2019 (Annexure P-9) within a stipulated period. Without going into the merits and demerits of the claim of the petitioner, I deem it appropriate to direct 3rd respondent-Vice Chancellor, Haryana Vishwakarma Skill University, Dudhola, District Palwal (Haryana) to consider the representations dated 20.07.2019 (Annexure P-8) and 23.08.

2019 (Annexure P-9) within a period of two months from the date of receipt of certified copy of this order and shall pass a speaking order thereon, failing which respondent No.3 shall be liable to pay costs of `25,000/- to the petitioner. This condition of imposing costs is only to prevent petitioner running from pillar to post and avail remedy of contempt in case of non-compliance of directions issued by this Court.
