The appellant was appointed as a Law Officer in Haryana Vidhan Sabha on contract basis on 22.12.2010. After Assembly elections and on election of a new Speaker, his services were not further extended and his last extended term came to an end on 28.09.2015. He challenged the action of not further extending his services on two counts, namely (i) he alleged mala fide against the Speaker and his Liaison Officer; and (ii) claimed regularization of service under the State Government policy dated 16.06.2014.

Learned Single Judge has rejected his claim, hence this intraCourt appeal. The order under appeal reveals that the first ground of challenge was not pressed for and only contention raised on behalf of the appellant was Meenu 2016.08.27 10:27 I attest to the accuracy and authenticity of this document chandigarh

LPA-1396-2016 (O&M) -2that his claim was covered under the Government policy and he was entitled to regularization of his services. That contention has been negated by learned Single Judge on the ground that the State Government Policy is not ipso facto applicable to the employees of Haryana Vidhan Sabha. Learned counsel for the appellant states that he is likely to get some information under Right to Information Act, 2005, which would clearly suggest that the State Government Policy issued in the past have been consistently followed qua the employees of Haryana Vidhan Sabha and an isolated deviation in his case was lacking objectivity. In view of the fact that appellant is likely to get some information which would have a bearing on the plea taken by him, we dismiss this appeal, at this stage, with liberty to the appellant to move an application before learned Single Judge alongwith such material. Ordered accordingly.
