The facts are not in dispute. The appellant filed the instant writ petition in the year 2015 seeking direction for his promotion as Senior Manager (Grade-E) from the year 2003 (instead of 2009). He was admittedly superseded in the year 2003. He represented against his supersession which was rejected vide a speaking order dated 29.05.2008 (P-5). Even thereafter, the appellant took seven years to approach the Court.
