The petitioners through instant petition under Articles 226/227 of the Constitution of India are seeking directions to respondents No. 1 and 2 to frame fresh policy for granting permission in respect of installation of new rice mills in the paddy surplus Centers/ Districts instead of installation of new rice mills in the paddy deficit Centers/Districts. 2.

From the perusal of pleadings as well as prayer it comes out that petitioners are seeking directions to respondents to frame a policy.
