The present contempt petition has been filed for deliberate and intentional disobedience of order dated 14.02.2025 passed by this Court in CWP-4055-2025.

Notice of motion.

On asking of the Court, Mr. Animesh Sharma, Addl. A.G., Punjab, accepts notice on behalf of the respondent. 4.

In compliance of the order dated 14.02.2025 passed by this Court in CWP-4055-2025, reply by way of short affidavit dated 11.08.2025 of Gaurav Yadav, IPS, Director General of Police, Punjab, Chandigarh, along with Speaking Order (Annexure R-1), has been filed on behalf of the respondents before the Registry. The same is taken on record. The relevant

-2portion of the said reply is reproduced as under:- "4.

That it is brought to the kind notice of the Hon'ble High Court that the order dated 14.02.2025 (Annexure P1) passed by this Hon'ble Court has been fully complied with by the office of respondent no.2 by passing a detailed speaking order dated 29.07.2025, whereby the claim of the petitioner has been rejected being devoid of the merits, the operative part of the speaking order is as under:- ..xx..xxx...6. That, HC/PR Bikramjeet Singh No. 1694/SASN (old 3/C-163,3-C/177,3-C/818,140/R) case has been examined in the light of order passed by Hon'ble High Court in CWP 23480/2015 (and other connected matters) and CWP 10367/2024 filed by Ct. Yugraj Singh No. 3/711 & others. The petitioner was earlier promoted as Head Constable (Dog Handler) vide this office order No.14993-15004/ E-1(7) Dated 10-12-2013.

Apart from that above the Dog Handlers were promoted, with immediate effect as regular Head Constable (Dog Handler) as per the vacancy position. As per the official record, it is evident that the petitioner has been already promoted as Head Constable Dog Handler in year 2013 and now he was deputed on 27.06.2025 for Intermediate School Course-2024 (3rd batch) as per his seniority. After passing the course, he will be entitled for his promotion in the ASI rank. 7.

That, after due consideration of the case of the petitioner in the light of theHon'ble High Court orders, the claim of the petitioner to promote him as Head Constable (Regular) from the date petitioner passed the Dog Handler Course i.e. from the date 07-09-2007 along with the consequential benefits i.e. arrears of revised salary, seniority etc. cannot be accepted. As such the same is rejected being devoid of merits...xx..xx.."

The above mentioned speaking order is annexed with this affidavit as Annexure R-1."

A perusal of the above shows that in compliance of the order

-3dated 14.02.2025 passed by this Court in CWP-4055-2025, a speaking order dated 29.07.2025 has been passed by the Assistant Inspector General, Personnel-1, O/o Director General of Police, Punjab, Chandigarh. A copy thereof has been supplied to the learned counsel for the petitioners, who does not dispute the same.

In view of the above, since the order dated 14.02.2025 passed by this Court in CWP-4055-2025, has been complied with, therefore, the present contempt is purged and rule stands discharged. 7.
