CWP No.27112 of 2019 Short point involved in present case is whether petitioner who had cause of action in 2014 when selection list was declared can challenge the same after 05 (five) years despite the fact that he had earlier filed writ petition in 2018 and permission was given to file the fresh one with better particulars vide order dated November, 2018. Thereafter, almost 11 months have gone by in filing second writ petition.

CWP No.27112 of 2019 (O&M) {2} Learned counsel for the petitioner submits that candidature of petitioner was considered in non-Mewat cadre whereas he had applied for Mewat cadre.

I am of the view that it would be farcical exercise to decide the matter on merit as petitioner has not been able to overcome the hurdle of delay and laches.

No ground for interference is made out.
