*** PANKAJ JAIN, J. (ORAL) Challenge in the present writ petition is to the impugned order dated 31.03.2009 (Annexure P-2) and that dated 17.12.2010 (Annexure P-3) whereby the petitioner has been saddled with the penalty of stoppage of four annual increments. The impugned orders were passed in the years 2009-2010. There is no explanation justifying delay of more than 14 years in approaching this Court coming forth from the contents of writ petition to constitute sufficient reason. Resultantly, the present writ petition is dismissed on the ground of delay and laches.
