**** AMIT RAWAL, J. (ORAL) Petitioner is seeking indulgence of this Court for issuance of a writ in the nature of mandamus directing the respondents to grant the same pay scale to the petitioner at par with the employee similarly situated in the government colleges/universities w.e.f. date of appointment of petitioner i.e. 15.09.1980 along with all consequential benefits and further writ directing the respondents to grant the pay parity to petitioner in accordance with the pay scales as granted by the Government to the employees similarly situated in the Government colleges/universities. In this regard, had submitted representation dated 20.07.2019 (Annexure P-6), but there is no adherence thereto.

Learned counsel for the petitioner submits that petitioner will be satisfied if a direction is issued to respondent No.2-Higher Education Commissioner, Sector 4, Panchkula, Haryana, to consider the representation

Without going into the merits and demerits of the claim of the petitioner, I deem it appropriate to direct respondent No.2, to consider the representation dated 20.07.2019 (Annexure P-6) and decide the same within a period of two months from the date of receipt of certified copy of this order, by passing a speaking order after affording opportunity of hearing to petitioner, failing which, respondent No.2, shall be liable to pay costs of `25,000/- to petitioner.

This condition of imposing costs is only to prevent petitioner to run from pillar to post and avail remedy of contempt in case of noncompliance of directions issued by this Court.
