The present petition has been filed by the petitioners under Articles 226/227 of the Constitution of India, seeking a writ of mandamus, directing the respondent-Corporation to redress the grievances of the petitioners regarding the monetary loss they have suffered as has been mentioned in paragraph No.3 and 4 of the present petition. Further a writ of certiorari has been sought for quashing the Finance Circular No.12/2021 dated 17.11.2021 (Annexure P-2), whereby the arrears of enhancement of pay for the period from 01.01.2016 till 30.06.2021 have been denied to the petitioners. 2.

Learned counsel for the petitioners submits that in pursuance to the legal notice dated 04.09.2023 (Annexure P-7), the respondent-Corporation vide letter dated 06.10.2023 (Annexure P-8) sought certain information from the petitioner which was provided vide letter dated 02.04.2024 (Annexure P-9). CWP No.25068 of 2024 (O&M) still pending consideration with the respondents and no final decision has been conveyed. She further submits that at this stage, the petitioners would be satisfied, if appropriate directions are issued to the respondent No.1 to consider and decide the said legal notice, by passing a speaking order, in a time bound manner.

Mr. J.S. Gill, Advocate, accepts notice on behalf of the respondents No.1, 2 and 5 to 9 and Mr. Rajesh Sehgal, Addl. A.G., Punjab, has accepted notice on behalf of respondents No.3 and 4 and have no objection to the innocuous prayer made by learned counsel for the petitioners.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.1 to decide legal notice dated 04.09.2023 (Annexure P-7), submitted by the petitioners expeditiously, by passing a speaking order, preferably within a period of 04 months from the date of receipt of certified copy of this order.
