(ORAL) Learned counsel for the petitioners submits that petitioners will be satisfied if a direction is issued to the 2nd respondent-Director Secondary Education, Haryana, Shiksha Sadan, Sector 5, Panchkula to consider the representation dated 19.08.2019 (Annexure P-6) within a stipulated period, keeping in view the fact that respondents are issuing manual transfer orders in cases of some teachers.

Without going into the merits and demerits of the claim of the petitioners, I deem it appropriate to direct 2nd respondent-Director Secondary Education, Haryana, Shiksha Sadan, Sector 5, Panchkula to consider the representation dated 19.08.2019 (Annexure P-6) within a period of one month from the date of receipt of certified copy of this order and shall pass a speaking order thereon, failing which respondent No.2 shall be liable to pay costs of `25,000/- to the petitioners. This condition of imposing costs is only to prevent petitioners running from pillar to post and avail remedy of contempt in case of non-compliance of directions issued by this Court. The writ petition stands disposed of with the above direction.
