(ORAL) Petition herein, under Articles 226/227 of Constitution of India is for issuance of a writ in the nature of certiorari quashing the impugned order dated 29.11.2021 (Annexure P-11) passed by respondent No.2, vide which, the representation dated 18.08.2021 moved by the petitioner has been declined.

Learned counsel for the petitioner submits that the petitioner was appointed as Clerk through employment exchange under outsourcing policy Part-II in the office of respondent No.3. However, vide order dated 12.06.2019, the contract period of the petitioner was extended from 27.03.2019 to 26.03.2020 and thereafter from 27.03.2020 to 31.12.2020. Learned counsel further submits that vide letter No.JR-DTP-P/36/2021 issued by respondent No.3, the petitioner was relieved from service without issuing any prior notice. Learned counsel for the petitioner while relying on an office circular/letter dated 06.11.2020 (Annexure P-5) issued by the Chief MAHAVIR SINGH 2021.12.25 06:20 I attest to the accuracy of this order

Secretary, Haryana, submits that the petitioner has not been given the benefit thereof, despite there being a vacant post in the office of Town and Country Planning, Haryana. He also relies on order dated 04.08.2021 passed by this Court in case titled as `Krishan Kumar vs State of Haryana and others' to argue that petitioner's case is covered by it. 3.

I have heard learned counsel for the petitioner and gone through the case file.

A perusal of impugned order dated 29.11.2021 (Annexure P-11) passed by respondent No.2 would reveal that the State Government vide instruction No.16/07/2015/3GS-II dated 28.09.2021 (Annexure P-12) has decided to stop all fresh recruitment/engagement under Part-I & Part-II of the outsourcing policy with immediate effect. 5.
