Learned counsel for the appellants as well as learned State counsel have submitted that this appeal is covered by the decision given by this Court in RFA No. 4612 of 2011 titled 'Dayanand and others versus State of Haryana and others', decided on 23.1.2012.

Accordingly, this appeal is disposed of in terms of the decision given by this Court in RFA No. 4612 of 2011 titled 'Dayanand and others versus State of Haryana and others', decided on 23.1.2012. However, appellants will not be entitled to receive interest and other benefits for the intervening period of 1072 days (i.e. due to delay in filing as well as re-filing the appeal).
