The appeal is filed against judgment dated 15.11.2021 passed by learned Single Bench in CWP No.23135 of 2021 disposing of petition giving liberty to the appellant.

After arguing the case for some time, the appellant in person is not being able to dispute the fact that against the order of the Zonal Manager, the appellate authority is the Managing Director as is reflected from Page 27 of the paper book.

The order dated 15.11.2021 passed by learned Single Bench is being modified to the extent that the appellant can approach the appellate authority within two weeks from today and the appellate authority will decide the appeal on merits without going into the question of limitation.
