Appellant-Joginder Singh, on attaining the age of superannuation, retired as Line Man on 31.1.2010 from Punjab State Power Corporation Limited.

He filed CWP 16779 of 2017 seeking a writ of mandamus directing the respondents to count the period of work-charge service rendered by him from 27.6.1972 to 18.5.1977 as well as adhoc service for the period from 19.5.1977 to 3.1.1980 for the purpose of pensionary benefits with all consequential benefits. The said writ petition was dismissed by learned Single Judge vide order dated 31.7.2017 on the ground of delay and laches. Hence the instant intra court appeal under Clause X of the Letters Patent.
