RITU BAHRI, J. (ORAL) Petitioner has filed election petition before the Election Tribunal, District Moga (Annexure P-1) dated 17.01.2019. He has referred to zimni orders {Annexures P-3 and P-4 (collectively)} to say that election petition is not being proceeded sometimes on administrative grounds and on the ground that witnesses have not appeared. Almost three years have gone by.
