(ORAL) Prayer in the writ petition is for issuance of a writ in the nature of mandamus directing the respondents to grant appointment to the petitioner on compassionate grounds in view of notification dated 02.08.2019 called Haryana Civil Services (Compassionate Financial Assistance of Appointment) Rules, 2019.

Learned counsel for the petitioner submits that petitioner will be satisfied if a direction is issued to the 2nd respondent-District Collector, Ambala, Haryana to consider the representation dated 19.08.2019 (Annexure P-5) in view of Annexure P-4 within a stipulated period. Without going into the merits and demerits of the claim of the petitioner, I deem it appropriate to direct 2nd respondent-District Collector, Ambala, Haryana to consider the representation dated 19.08.2019 (Annexure P-5) in view of Annexure P-4 within a period of two months from the date of receipt of certified copy of this order and shall pass a speaking order thereon, failing which respondent No.2 shall be liable to pay costs of `25,000/- to the petitioner.
