IN THE HIGH COURT OF PUNJAB AND HARYANA AT CHANDIGARH

RSA-303-2013(O&M) Date of decision: 19.01.2026 Parkash Singh ...Appellant(s) Vs.

Director Agriculture Haryana, Chandigarh & Others

...Respondent(s)

CORAM:

HON'BLE MS. JUSTICE NIDHI GUPTA Present:- None for the appellant.

Mr. Naveen Kumar, Addl. AG Haryana for respondents No.1 and 6.

*** NIDHI GUPTA, J. (ORAL) Present appeal is of the year 2013.

2.

On the last date of hearing i.e. 17.01.2025, following order was passed by this Court:- "Order sheet shows that the present matter has been adjourned at the request of learned counsel for appellant or due to nonappearance of learned counsel for appellant on 19.2.2016, 22.7.2016, 6.7.2018, 6.2.2019, 3.7.2019 and 9.5.2023 respectively.

Today again another request for an adjournment has been made on behalf of learned counsel for the appellant. List on 31.10.2025.

Last opportunity is granted to address arguments. SUNENA 2026.01.22 11:53 I attest to the accuracy and integrity of this document

Learned counsel for the appellant is directed to ensure short synopsis, list of dates and events in chronological order before the next date of hearing."

3.

Today, in the first round, learned counsel for the appellant had sought a Pass-over. In the second round, none appears on behalf of the appellant.

4.

A bare reading of the above facts shows that the appellant has exhibited an utterly casual attitude in his pursuit of the present litigation. It is to be appreciated that very valuable public time of the Court has been expended in affording opportunities to the appellant in the interest of justice. On the other hand, the appellant has adopted an utterly casual and careless approach. It is clear that neither the appellant nor his counsel is seriously interested in pursuing the present matter. Thus, this Court is left with no other option except to dismiss the same for non-prosecution. 5.

Ordered accordingly.
