The present contempt petition has been filed for deliberate and intentional disobedience of order dated 02.05.2024 passed by this Court in CWP-8763-2023.

On the last date of hearing, the following order was passed:- "Learned State counsel seeks some more time to file compliance affidavit.
On the last date of hearing i.e 20.01.2026, this Court passed the following order:- The present contempt petition has been filed for non-compliance and disobedience of order dated 02.05.2024 passed by this Court in CWP8763-2023 whereby directions were issued to the respondents to release the balance payment to the petitioner, within a period of two months, failing which petitioner shall be entitled to interest @ 6
-2percent per annum from the date of filing of the writ petition.
Learned State counsel seeks some more time to file compliance affidavit.
One last opportunity is granted to do the needful, failing which cost of Rs.2,00,000/- shall be imposed upon the concerned officer/official which would be deducted from his/their salary(ies).
On his request, the matter is adjourned to 17.02.2026.

Learned State counsel submits that the balance amount has been released and 6% interest amount would also be released soon.
Meaning thereby, till date order has not been fully complied with. Despite the fact that the respondents were present in the Court on the last date of hearing and duly informed by learned State counsel as well, still the order of this Court has not been complied with till date and totally ignored intentionally.
In view of the same, cost of Rs.2,00,000/- is imposed upon the respondents which would be deducted from their salaries in equal shares and out of this cost, Rs.1,00,000/- shall be deposited in the High Court Bar Association, Rs.50,000/- in the account of PGI Poor Patient Welfare Fund and Rs.50,000/- in the account of Blind Institute, Sector 26, Chandigarh.
One last opportunity is granted to to the respondents to file compliance affidavit along with receipt of payment of cost as imposed today.

In compliance of order dated 02.05.2024 passed by this Court in CWP-8763-2023, compliance report by way of affidavit dated 11.03.2026 of Sh. Lalit Dumyan, Executive Engineer, MICAD Division, Kaithal, along Annexures R-1 to R-9, has been filed on behalf of respondents No.1 & 2 in
-3the Registry. The same is taken on record. 4.
A perusal of the said compliance report shows that order dated 02.05.2024 passed by this Court in CWP-8763-2023 has been complied with. It is further evident that in compliance of order dated 17.02.2026 passed by this Court, the respondents have deposited costs of Rs.2,00,000/-, out of which Rs.1,00,000/- has been deposited with the High Court Bar Association, Rs.50,000/- with the PGI Poor Patient Welfare Fund and Rs.50,000/- with the Society for the Care of Blind (Regd.), Sector 26, Chandigarh.

Learned counsel for the petitioner does not dispute the same. 6.
In view of the above, since order dated 02.05.2024 passed by this Court in CWP-8763-2023, has been complied with, therefore, the present contempt is purged and rule stands discharged. 7.
