Learned counsel for the petitioners confines his prayer to the extent that the petitioners would be satisfied if they are allowed to submit a comprehensive representation and a direction is issued to the respondents for decision of the same by passing a speaking order in a time bound manner. 3.

Learned State counsel, appearing on advanced notice, submits that he has no objection if the limited prayer made by learned counsel for the petitioners is allowed.
