A perusal of the written statement filed on behalf of respondents No.1 and 2 shows that despite several notices issued to the petitioner, he did not join the enquiry. A report was forwarded by the Secretary, Regional Transport Authority, Ludhiana, to the State Transport Commissioner, Punjab, Chandigarh, vide letter dated 19.05.2023, Annexure R-2/1/T, for filing of the complaint, which was accepted on 24.04.2025, Annexure R-3/1/T, and the complaint was filed.
