The petitioner seeks issuance of direction to the respondents to issue joining letter to him for the post of Assistant Legal Officer in Civilian Support Staff in Punjab Bureau of Investigation in Backward Class (BC) category. 2.

The State of Punjab had advertised 634 vacancies of Civilian Support Staff in investigation cadre of Punjab Police by way of direct recruitment. Out of the said 634 posts, 120 posts were of Assistant Legal Officer and out of the said 120 posts, 12 posts were reserved for candidates belonging to 'Backward Class' category. The applicant/petitioner had also applied against the said advertisement in 'Backward Class' category and as per the provisional list (Annexure P-4) of 12 selected candidates, his name figured at serial No.7. 3.

The petitioner, who is present in person, submitted that although the remaining 11 candidates out of the aforesaid provisional list of 12 selected Pankaj Kakkar 2023.09.27 10:23 I attest to the accuracy and authenticity of this document

CWP-21497-2023 (O&M) ( 2 ) 2023:PHHC:126400 candidates, have been issued appointment letters but for reasons, best known to the respondents, the petitioner has not been issued any appointment letter though he had been called for completing other formalities including documents verification, medical etc.

The petitioner submitted that, at this stage, he would be satisfied in case a direction is issued to the Director, Punjab Bureau of Investigation, Chandigarh to get his representation dated 14.9.2023 (Annexure P-7) examined, so that the same is disposed off in accordance with law. 5.

Having regard to the limited prayer made by the petitioner, this Court does not feel the necessity of calling for any response from the State. The instant petition, as such, is disposed of with a direction to respondent No.3 - The Punjab Bureau of Investigation to get the representation dated 14.9.2023 (Annexure P-7) examined in accordance with law and to ensure that the same is disposed off expeditiously preferably within a period of 6 weeks from today.

The respondents, in order to avoid any kind of multiplicity of litigation, may consider keeping one post vacant in 'Backward Class' category till the aforesaid representation dated 14.9.2023 (Annexure P-7) is duly decided in accordance with law.

A copy of this order alongwith copy of representation dated 14.9.2023 (Annexure P-7) be sent to respondent No.3 - The Punjab Bureau of Investigation for necessary compliance.
