Keeping in view the facts and circumstances of the instant case as well as the submissions made by learned counsel for the parties, the present writ petition is dismissed as withdrawn. 5.1 However, the Assistant Collector, 2nd Grade-cum-Collector, Hansi is directed to decide the case, as remanded by the learned Divisional Commissioner, Hisar vide order dated 23.04.2024 (Annexure P-9), by way of passing a speaking order, after affording due opportunity of hearing to all the concerned parties, within a period of three months from the date when the parties appear before him.

5.2 Further, the parties are directed to appear before the Assistant Collector, 2nd Grade-cum-Collector, Hansi on 24.09.2024 or any other date as may be fixed by the concerned Authority.
