(ORAL) Prayer in the writ petition is for issuing writ in the nature of mandamus directing the respondents to promote the petitioner to the post of Sub Inspector under the reservation Policy and after granting the promotion, all consequential benefits may also be directed to be released to the petitioner. Learned counsel for the petitioner submits that petitioner will be satisfied if a direction is issued to the respondent No.3-Inspector General of Police, Telecommunications, Haryana, Panchkula to consider the representation dated 24.12.2018 stated to be pending as mentioned in Annexure P-4 within a stipulated period.

Without going into the merits and demerits of the claim of petitioners, I deem it appropriate to direct respondent No.3-Inspector General of Police, Telecommunications, Haryana, Panchkula to consider the representation dated 24.12.2018 within a period of two months from the date of receipt of certified copy of this order and pass a speaking order thereon, failing which respondent No.3 shall be liable to pay costs of `25,000/- to the petitioner.
