Prayer in this writ petition filed under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of mandamus, directing the respondents to grant promotion to the petitioner, along with grant of all consequential benefits, arrears and interest thereof, from the date of promotion of juniors to the petitioner. Further prayer has been made to issue a writ of mandamus, directing the respondents to decide and take action on the representations dated 28.03.2025 (Annexure P-17) and 09.07.2025 (Annexure P-18), in some time bound manner and grant the relief prayed for therein. 2.

Learned counsel for the petitioner submits that he would be satisfied if the representation (Annexure P-18) of the petitioner is MOHD YAKUB 2025.08.12 18:58 I attest to the accuracy and authenticity of this document Punjab & Haryana High Court at Chandigarh

CWP-23358-2025 decided by respondent No.3 by passing a speaking order in a time bound manner.

Learned State counsel as well as learned counsel for respondents No.2 and 3, appearing on advance notice, submits that they have no objection, in case a direction is issued to respondent No.3 for time-bound consideration and decision of the representation of the petitioner by passing a speaking order.

Therefore, in view of the limited prayer made by learned counsel for the petitioner, respondent No.3 is directed to consider the representation (Annexure P-18) of the petitioner and pass a speaking order, after affording an opportunity of hearing to the petitioner, within a period of 03 months from the date of receiving a certified copy of this order. Further, the decision taken thereof shall be conveyed to the petitioner. Needless to say, if the petitioner is found entitled to the relief sought, the same shall be granted forthwith by respondent No.3. 5.

Disposed of, accordingly.
