After arguing for some time, learned counsel for the petitioner submits that he may be permitted to withdraw the Writ Petition, however, he submits that in terms of the impugned orders, petitioner had been called upon to pay an amount of Rs.38,55,072/- and he craves indulgence only to the extent that the petitioner may be permitted to pay the said amount in installments.

2.1 Learned counsel for the petitioner further submits that he, on behalf of the petitioner, has brought a cheque bearing No.058120 dated 24.09.2024, drawn at Oriental Bank of Commerce, in the name of Gram Panchayat Diwa, Gandhuan, amounting to Rs.5,00,000/- today in the Court; and for the remaining amount, petitioner may be permitted to pay the same with interest @ 6% per annum (on reducing balance), by way of twelve equal monthly installments @ Rs.3,18,620.33/- per month. Learned counsel for the petitioner has handed over a calculation sheet indicating the amount(s) to be paid by way of twelve monthly installments. Copies of said calculation sheet have been handed over to learned counsel for the State as well as learned counsel for respondent No.4, in Court today itself. 3.

Learned counsel for the State as well as learned counsel for respondent No.4 have not raised any objection as regards the manner of payment of amount, payable by petitioner, and also to the calculation sheet, prepared by petitioner, indicating the amounts to be paid by way of twelve monthly installments.

Keeping in view the submissions of learned counsel for the respective parties, petitioner is permitted to pay the amount of Rs.38,55,072/- by way of installments.

4.1 Learned counsel for the petitioner has handed over the aforesaid cheque bearing No.058120 dated 24.09.2024, amounting to Rs.5,00,000/-

(in original), drawn at Oriental Bank of Commerce, in the name of Gram Panchayat Diwa, Gandhuan, to Dr. Mohit Kalyan, Block Development and Panchayat Officer, Amloh, Fatehgarh Sahib. Photocopy of the same has been kept on the paper book.

It is made clear that in case petitioner fails in making payment of any of the aforesaid installments by the fixed date then the facility provided to him for making the payment in installments shall stand cancelled forthwith and the concerned Department/Office shall be at liberty to recover the entire balance amount outstanding on the date of default by taking recourse to its remedies in accordance with law.

The present writ petition is disposed of in the aforestated terms.
