Learned counsel for the petitioner prays for withdrawal of the present petition and seeks liberty to move a comprehensive representation to the respondent/competent authority. He further prays that directions may be issued to the respondents for decision of the said representation by passing a speaking order in a time bound manner.

Accordingly, the present petition is dismissed as withdrawn. However, the petitioner will be at liberty to move a comprehensive representation before respondent No.1. In the event of the petitioner moving such a representation, respondent No.1 shall decide the same within a period of 03 months from the date of receiving a certified copy of this order by passing a speaking order, after affording him an opportunity to be heard.
