On 13.08.2025, following order was passed by this Court:- "1. The petitioner through instant petition under Articles 226/227 of the Constitution of India is seeking setting aside of order dated 04.07.2025 (Annexure P-1) whereby he has been transferred from Gurugram to Bhiwani.
2. The petitioner by impugned order has been transferred from Gurugram to Bhiwani. The order has been issued from the office of DGP, Haryana. In the order, it has been further directed that petitioner be subjected to deaddiction treatment at Agroha Medical College.
3. The petitioner is claiming that he filed complaint against his wife and brother alleging assault, threat and man-handling. The senior officers pressurized him and he was forced to sign compromise with his family members. He has threat perception from his wife, brother, brother-in law and son. He has already transferred agriculture land in the name of his son. His family members are aware of his Life Insurance Policy of Rs.1 crore. He apprehends that transfer to Agroha Medical College may be part of
-2conspiracy to stage his murder as a natural death so that his family members may claim compassionate appointment, insurance money and service benefits.
4. Mr. Vikas Kumar Dhariwal, Advocate submits that petitioner is ready to undergo any medical test to prove that he is neither alcoholic nor drug addict. He is medically and physically fit still he has been asked to join de-addiction Centre.
5. Mr. Ravi Partap Singh, Addl.A.G., Haryana submits that it is factually incorrect that petitioner is not drug addict.
6. To resolve the issue, this Court finds it appropriate to get the petitioner medically examined to ascertain whether he is habitual of taking alcohol or is drug addict. 7.
Accordingly, Director/Medical Superintendent, Government Medical College and Hospital, Sector-32, Chandigarh is hereby requested to get the petitioner medically examined from experts and clarify whether petitioner is habitual of consuming liquor or any other intoxicating drug.
8. The petitioner shall appear before the Director/Medical Superintendent, Government Medical College and Hospital, Sector-32, Chandigarh on 14.08.2025 at 10 a.m.
9. Adjourned to 19.08.2025."

The aforesaid order was followed by order dated 19.08.2025, which reads as:- "Learned State counsel, on instructions, submits that petitioner needs to be re-examined.
Counsel for the petitioner does not oppose the aforesaid averment.
The petitioner is hereby directed to appear before Medical Superintendent, Government Medical College and Hospital, Sector-32, Chandigarh on 21.08.2025 at 10.30 a.m.
Adjourned to 25.08.2025.

As per report dated 14.08.2025 received from Government Medical College and Hospital, Sector-32, Chandigarh, the drug level in the urine of the petitioner was found negative. 4.
As per report dated 23.08.2025 received from Government Medical College and Hospital, Sector-32, Chandigarh, the petitioner was examined by a Medical Board. His history was taken and clinical interview was conducted. The urine test was also conducted. 5.
From the medical reports, it cannot be established that petitioner is drug addict or alcoholic. The respondent by impugned order has asked Superintendent of Police to get the petitioner treated from Agroha Medical College.

In the absence of medical evidence, the petitioner cannot be sent to de-addiction center. It is stigmatic. Accordingly, impugned order is modified to the extent that petitioner would be sent for de-addiction only if there is concrete evidence of addiction. 7.
Disposed of in above terms.
