The instant pe tition already stood disposed of with the petitioner granted the benefit of parole after which he has surrendered. We have solicited the names of the officers, who had dealt with the matter regarding verification of the antecedents of the convict, which are being disclosed to this Court in the affidavit of Mandip Singh Brar, District Magistrate, Karnal, filed on 7.12.2016.
We notice that verification of such reports leading to grant of parole etc. is being done cursorily without application of mind, which leads to recording of irrational reasons to negate the claim compelling the convicts to approach this Court resulting in sheer wastage of time, particularly when most of the issues have been commented upon and therefore, the Courts would expect that the observations of the Courts, over a period of time, be taken seriously to form the foundation of the decision making regarding claims of the convicts for their release on parole or furlough. We, therefore, warn these officers, named in the affidavit dated 7.12.2016, to be careful in future. File is closed.
