(ORAL) Prayer in the writ petition is for issuance of mandamus directing the respondents to grant promotion to the petitioner to the post of Executive Engineer from the date his juniors have been promoted as Executive Engineers in the Department.

Learned counsel for petitioner submits that petitioner will be satisfied if a direction is issued to respondents to consider the representations dated 04.07.2017, 02.07.2019 and 03.08.2019 Annexures P2, P-5 and P-7 respectively within a stipulated period. Without going into the merits and demerits of the claim of the petitioners, I deem it appropriate to direct respondents to consider the representations dated 04.07.2017, 02.07.2019 and 03.08.2019 Annexures P2, P-5 and P-7 respectively within a period of two months from the date of receipt of certified copy of this order and pass a speaking order thereon, failing which respondents shall be liable to pay costs of `25,000/- to the petitioner. This condition of imposing costs is only to prevent petitioner from running pillar to post and avail remedy of contempt in case of noncompliance of directions issued by this Court.
