In the representation, the petitioner has given details of the harassment being faced by him account of running of a rice-sheller in the next plot of his house which is in a residential area and he has also placed on record photographs (Annexure P-1) to show the damage caused to his own residential house.

The writ petition, at this stage, is being disposed of without expressing any opinion on the merits with a direction to respondent No. 3 to decide the petitioner's representation by passing a speaking order.
