The present petition has been filed for directions to protect their life and liberty of the petitioner, from the respondents No.4 to 6. 2.

Notice of motion to the respondents No.1 to 5 only. 3.

Since advance notice has already been served upon the State, Mr. Eklavya Darshi, Deputy Advocate General, Punjab, accepts notice on behalf of the respondents No.1 to 5 and waives service. 4.

The learned counsel for the petitioner submits that the petitioner's factories were forcibly locked by the respondent No.6 in collusion with the police personnel. The petitioner is being harassed as he is receiving threats for life and misappropriation of his property, from the respondent No.6. As per learned counsel for the petitioner, the petitioner is also being threatened that the petitioner will be implicated in criminal case. 5.

The petitioner has filed representation dated 18.07.2025 DEEPAK KUMAR BHARDWAJ 2025.08.29 18:04 I attest to the accuracy and integrity of this document (Annexure P2), before the respondent No.2-Commissioner of Police,

Criminal Writ Petition No. 9427 of 2025 Ludhiana. According to petitioner, no action has been taken as yet. The learned counsel for the petitioner further submits that a direction for disposing of the representation dated 18.07.2025 (Annexure P2) be given to the concerned authorities and the instant writ petition be disposed of. 6.

Keeping in view the aforesaid facts, the present writ petition is hereby disposed of with a direction to the respondent No.2-Commissioner of Police, Ludhiana, to pass a speaking order and decide the representation dated 18.07.2025 (Annexure P2) on its own merits, as per law, within a period of 15 days from the date of receipt of a copy of this order. 7.

It is, however, made clear that no finding with regard to merits of the allegations is being recorded vide instant order, and the police authorities shall be at liberty to take an independent decision with regard to contents of the representation.
