Petitioner has prayed for a writ in the nature of mandamus to direct the respondents to make regular promotion to the post of Naib Tehsildar in view of 1984, Rules. It has been urged before the court that persons junior to petitioner have been given current duty charge of Naib Tehsildar. It is incumbent on State to make regular promotions in terms of the Rules. This court is not convinced with the plea. The Rules in question provide for filling up certain posts of Naib Tehsildars by way of promotion. It is, however, within the domain of the administrative authority to consider when such promotions have to be made. Present petition for seeking a mandamus in this regard is mis-conceived.
