The petitioner through instant petition under Articles 226/227 of Constitution of India is seeking setting aside of letter dated 19.07.2019 (Annexure P-7) whereby PWD has informed the District Controller, Food and Civil Supplies and Consumer Affairs, Ludhiana (East) not to issue NOC with respect to establishment of petrol pump by the petitioner. 2.

Learned State counsel, at the outset, submits that Deputy Commissioner has passed order dated 15.07.2023 whereby application of the Indian Oil Corporation Limited seeking NOC in terms of Rule 144 of Petroleum Rules, 2002 has been declined.
